1. Development of the New Project Management Knowledge System (P2M)
This standard guidebook is
called "P2M" and prepared for students, businesspeople, managers, and
professionals who have concern about project management. The term "P2M" is the
abbreviation for "Project and Program Management for Enterprise Innovation." It
reflects an intention to enlarge the scope of project and program management
from the conventional focus on work front to the overall organization including
the general management level.
In the contemporary society, various types
of professionals such as lawyers, engineers and CPAs perform activities in their
own fields that are vertically divided in the society, while people need
professionals capable of solving issues with responsibility that lie across the
fields. Particularly, in the knowledge information society where fusion across
different fields such as hardware and software is accelerating, such
mission-achievement-type professionals are expected to cover various fields of
activities, and fostering such human resources and certifying their
qualifications are urgently required. In P2M, these mission-achievement-type
professionals are classified into the following three types according to their
level of responsibilities: Project Management Specialist (PMS), Project Manager
Registered (PMR), or Project Management Architect (PMA).
The section,
"I. Project Management Entry" in this Guidebook describes the relations between
the modern society and professionals, requirements for mission-achievement-type
professionals, the history of project management and its application in the
modern society, and how to read this book.
In the section, "II. Project
Management," the definitions and basic frameworks of projects and project
management are integrated based on the common view and relations between
integration management and segment management.
"III. Program Management"
explains the definitions and basic frameworks for projects and program
management. Program management consists of the basic common view for project
integration and the integration program management aiming for optimization of
programs.
"IV. Segment Management" interprets the management for individual
fields as segment management, which is frequently required in project management
and program management. The practical guide for segment management, which is
described in each chapter of Section ‡W, is used in various phases at the
appropriate time, place and opportunity to minimize risk and sacrifice, and
contribute to maintenance and improvement of value.
P2M works as a guide but
it does not necessarily cover all of it. Practical capability should be expanded
according to development of science and technology, and mission-achievement-type
professionals should endeavor for lifelong learning to build their
capabilities.

2. Establishment of the Project Management Professionals Certification
System
(1)Necessity of training the project managers and establishing
a qualification system for them
A capability to create values, which
brings together the personnel fostered separately in individually specialized
fields, up to achieve higher competitiveness opens up new markets by broadly
using such personnel, is expected to contribute to the establishment of a system
to satisfy the complicated and high-level needs in the present
society.
In other words, the required personnel should be capable of: (1)
resolving problems in fields such as industrial engineering and information
across corporate divisions / units ; and (2) fully understand policies and
strategic missions, as well as integrating groups of specialists.
Employing
the PM Professionals Certification System is advantageous because:
| (a) | it is helpful in distributing the P2M and preparation of highly qualified human resources; |
| (b) | it enables the industries and organizations to improve their competitiveness; |
| (c) | it is useful in improving the social position of the personnel by giving them pride as professionals; |
| (d) | it can help to make use of human resources, it can also help create jobs in the era of human resources mobility; |
| (e) | it contributes to improved coordination with overseas qualification systems and cooperation with developing countries with regard to human capital development. |

3. Outline of PM Professionals Certification System
Professionals are
required for practical capability based on knowledge, practical experience and
attitude. The way to expert professionals starts with learning the systematic
knowledge necessary for becoming a specialist. Meanwhile, with regard to
practical matters, their finding and solving cannot be achieved without
practical experience. Moreover, professionals are responsible for societies and
are required for eagerness, ethics and attitude.
The Project Management
Qualification Certifying Center will start certification of the qualification.
In the primary level, the qualification of Project Management Specialist (PMS)
is certified based on those who have mastered the knowledge pursuant to P2M
(Acquired Knowledge Level).
In the next practical level, the qualification
of Project Manager Registered (PMR), which requires higher practical capability
level and practical experience, is granted, and in the level higher than this,
the qualification of Program Management Architect is granted. PMR is focused on
the practical capability centering around the project management that is an
objective-achievement-type and oriented for work front, while PMA is a
qualification for the program management that pursues integrated management of
multiple complicated projects, or creation or development orientation of
mission-achievement-type projects. For these two qualifications, those who
already have the PMS qualification have the right to take the test.

The introduction of a qualification system is expected to bring the effects as follows:

| œ | Qualification of PMR will increase the chance for project managers to be socially recognized and employed. |
| œ | Qualification of PMA will increase the chance for revitalization or innovation through the creation of project type business. |
| œ | The qualification system will improve the competence of professionals to deal with complex issues. |
